Some of your telegrams on the final stages of extra- territoriality negotiations were delayed in transmission and the last was nearly a week on the way. I wish to ex- press my appreciation of the admirable way in which you have conducted negotiations and the success you have been able to achieve. Please convey also to Mr. Teichman my

appreciation of all his excellent work.

I fully realise that you had no alternative but to wind up the negotiations as you did without delay. It is regrettable of course that we were not able to secure per- petuity as regards most-favoured-nation treatment as this may constitute a difficulty for us in the future, but in the circumstances this could not be helped.
